Abstract
This study aims to analyze the implementation and effectiveness of Islamic diplomacy conducted by the Istiqlal Mosque through The Voice of Istiqlal (VoIst) division as a public diplomacy actor toward China during the leadership of Nasaruddin Umar (2019–2025),. Grounded in the transformation of contemporary diplomacy involving non-state actors as soft power instruments, this research uses a qualitative descriptive-analytical approach,. Data were gathered through interviews with key figures, including the Grand Imam of Istiqlal and the Director of VoIst, alongside an extensive literature review,. The theoretical framework incorporates constructivism, soft power, and public diplomacy. Findings indicate that VoIst serves as a strategic actor bridging long-term collaborations in education and culture—such as the "China Space" initiative—while digital platforms act as publication tools to disseminate moderate Islam narratives to the public,,. While effective in building mutual understanding and managing sensitive religious issues non-confrontationally, the diplomacy faces challenges such as strict digital media regulations in China and limited structural impact on bilateral policies.
